The NHS E document, Trainees Requiring Extra Support (2014), defines a trainee in difficulty as:

‘Any trainee who has caused concern to his or her Educational Supervisor about their ability to carry out their duties, and which has required unusual measures to be put into place. This would mean anything outside the normal trainer-trainee processes where the Training Programme Director (TPD) has been called upon to take or recommend action.’

The Medical Education Department at Blackpool Teaching Hospitals NHS Foundation Trust is committed to providing the best possible education and training programmes to its student and trainee doctors. However, there will be times during the course of training when difficulties arise, and at such times students and trainees may require additional support or remediation.

A Trainee and Student Support Committee (TSSC) has been established and is the principal mechanism by which additional support and remedial training is managed for trainees and students in difficulty. The Committee meets bi-monthly and its core membership includes:

  • Director of Clinical & Medical Education
  • Associate Director of Clinical & Medical Education
  • Associate Directors of Medical Education
  • Medical Education & Quality Manager
  • Postgraduate Education Manager
  • Foundation Programme Directors
  • GPST Training Programme Director
  • Undergraduate Clinical Subdean
  • Guardian of Safe Working

Other stakeholders are able to attend on an invitation basis.

Operationally, the remit of the TSSC is to:

  • Select a case to discuss
  • Appoint a member of the group as a named support/link person for each individual student or trainee and/or supervisor
  • Formulate an action plan and discuss with stakeholders, including the student or trainee
  • Maintain frequent follow-up and monitoring of each case if the student or trainee remains in work or on clinical placement

A procedural document for the management and support of students and trainees in difficulty can be downloaded here.  It should be viewed in the context of – and followed in conjunction with – the policies and procedures of the both Blackpool Teaching Hospitals NHS Foundation Trust and NHS E.
